
News Flash - Reports of a joint Caldari and Amaar capsuleer effort against the Minmatar Republic have been coming in, with a number of Minmatar strongholds changing hands and more expected over the next days and weeks.
More than half a dozen systems have been taken so far, with early reports suggesting that Damar Rocarion and Bad Messenger are the leaders behind the attacks.
Jade Constantine, spokesperson for Star Fraction, accused Minmatar officials of allowing the attacks to happen: "I have personally seen enemies of the Matari people capturing complexes in Matari space while Republic Navy assets refuse to fire on them or prevent the capture."
While groups such as Star Fraction seem to be doing little but point the blame, Minmatar strongholds are continuing to fall under the attacks, with little to no organized resistance.

Geminate - Wildly Inappropriate. [WI.] removed their sovereignty in a large part of West Geminate and several Smaller Alliances have entered the area and are now taking control of systems in the region.
Diplomat Meno Theaetetus revealed that due to the recent infrastructure changes, Wildly Inappropriate. "had already decided to remove [sovereignty] in a large part of West Geminate" and that "a number of small Alliances have taken the chance to claim a few Systems we had removed [sovereignty] from."
Constellation and system ownership has been volatile in the region with many alliances, including Ad Astra. [|A|], Ihatalo Cartel Navy [IHANA], IMPERIAL LEGION [IMP-L], In Tea We Trust [TLEAF], No Fun Allowed [U.MAD], TERMINATION [-74-], Veni Vidi Vici [V3] and Wicked Nation [WKD] establishing territorial claims in former WI. space.
Titus Veridius of TLEAF claims that in the AD-5B8 System of the Geminate Region "a group of approximately 12-14 players from TLEAF and a few other players with blue standings [...] destroyed what may have been the first TCU, [...] approximately 3-4 hours after [the infrastructure] upgrade was deployed. The TCU was not defended by the owner. A coalition of more than two dozen Alliances is invading the Geminate Region and is vying to remove Wildy Inappropriate. and their pet Alliances from the region."
Asked to comment on the presence of new hostile Alliances in the region, Widly Inappropriate. stated that "although they have claimed [sovereignty], we have seen no credible [conflict] from them, mainly just small 4-5 man skirmishes [...] the only real fight we had was coordinated by a somewhat secret coalition that claim to be working against WI. and the Northern Coalition, led by Veni Vidi Vici and TERMINATION Alliances."
According to Meno Theaetetus, these Alliances were offered a chance to claim parts of Geminate, but once in they failed to live up to expectations as they could only muster small fleets and ended up "organising for us to be hot dropped by Atlas Alliance [ATLAS], an attack we did not see coming."
As the dominant Region [sovereignty] holder, WI. considers that "currently [there are] no major threats on Geminate directly, regular skirmishes on the BWF border are normal, Geminate is a naturally hostile area, that's why we took it and it's what we like." Asked to comment on the desire to remove WI. from Geminate, Meno Theaetetus stated that "we only wish that these parties had shown this passion when we gave them the opportunity to be equal partners in Geminate, we never expected any rent, only participation, ultimately as we have seen what they are capable of first hand, I don't think we are too worried. We have made arrangements for groups of Alliances willing to work with us to move into West Geminate, it was always our intention to give some new Alliances a chance, as we were given a chance back when we first started in Branch."
"We look forward to the upcoming weeks, [the new infrastructure] offers a chance for what lots of [pod pilots] have wanted, smaller scale Alliance on Alliance warfare and it would be disappointing if we don't get that chance."

Dantumi - Activity by the Guristas Pirates over the last eight weeks within the Okunda constellation have increased, according to reports from traders.
"It's getting too risky for peaceful traders like me to operate [in Okunda]," remarked Janhiere Fulvoine, an Intaki trader who has built up his business carrying waste products from the massive factories in the constellation. "It used to be such a peaceful area; the regular patrols of the corporate police forces prevented any large-scale organized piracy from occurring. "
Another independent trader who has recently shifted his business out of Okunda is Kiril Hanullo. "It seems to me that the megacorps have shifted their defensive presence to these new areas of operations in conquered Gallente territory," he said. "While they are making a fast buck out there, their homes are becoming infested with pirates."
Wiyrkomi Peace Corps has denied that they are overstretched. A spokesperson for the group commented, "We're not responsible for independent traders. They are happy to make the money when it is quiet, and they should use some of that cash to properly defend their own assets." The Corporate Police Force refused to comment.

Maurasi - Following the recent incidents at Sukuuvestaa holdings throughout the Caldari State and its held regions, the Caldari Business Tribunal are initiating its own review of the events and Sukuuvestaa's security protocols. The announcement has been met with criticism from Sukuuvestaa and several other megacorporations.
The past month has seen multiple attacks against Sukuuvestaa Corporation and its subsidiary security force, the Peace and Order Unit, including the bombing of a Sukuuvestaa station in the Arvasaras system. The megacorporation has launched an internal investigation rumored to operate on a budget of tens of millions of ISK, and vastly increased the spending for its Security division and the Peace and Order Unit.
Criticism has been directed at the CBT following the announcement.
"The CBT has the right to enquire into the matters of the State's corporations, but this is not a matter it needs to concern itself with," says Oilenen Inuki, head of public relations at Sukuuvestaa.
"Hyasyoda stands on a foundation of the traditions of self-governance and independence," said a spokesperson for the Hyasyoda Corporation. "We value the government of the State, but this is not a matter for the CBT."
A response from Wiyrkomi stated, "We do not believe that security matters such as those endured by Sukuuvestaa should concern the CBT or other state entities. Should the matter become a threat to the stability of the Caldari State, we are confident that SuVee would welcome assistance."
"The CBT will not impose itself upon Sukuuvestaa," explained Auvulatoh Vaira, Principal Clerk of the Caldari Business Tribunal. "We will not interfere with any internal efforts of Sukuuvestaa. We are simply looking to answer a series of questions that we feel need to be addressed."

Critical
- Sovereignty Blockade Units have been seeded on the markets. Attacking and taking enemy space is now back in fashion.
Sovereignty
- If an alliance had gained sovereignty level in a system just prior to the Dominion expansion the backdated sovereignty claimed date may not be correct. This has been fixed for all systems affected.
- Active cynosural field numbers in the sovereignty dashboard have been corrected to reflect true numbers in all cases.
- You can now preview sovereignty structures from the show info window.
Combat
- An issue with the global criminal flag aggression timer not updating when the criminal is spotted by NPCs or sentry guns has been fixed. The timers will now properly update.
Modules
- Capital Remote Repairers are now once again affected by remote armor repair skill cap bonuses.
Character Creation and New Player Experience
The new exploration and advanced warfare tutorials were handing out a standings penalty if you declined the missions. They no longer do that.- The exploration tutorial scanning sites would sometimes show as 100% when not actually warpable. This will no longer happen.
Agents & Missions
- Factional Warfare missions now give correct standings penalties if you decline more than one mission every four hours.
- In rare cases it was possible that an agent would give out two missions to the exact same location to two pilots. This will no longer happen.
- Quitting an epic story arc mission will now update the journal window as it should.
- Taxed mission rewards will now show the tax entry in the wallet journal after the actual reward, not before.
Market & Contracts
- The base price of the Medium Shield Bot I blueprint has been changed.
Fleet Finder
- Fleet finder advertisements will now also take Alliance standing restrictions into account.
- The location broadcast in the fleet window can now be used by other members of the fleet to set a destination.
- Pilots joining a fleet will now be able to see if loot logging is enabled. It was showing as disabled no matter what.
- The new fleet finder would not allow you to join a fleet if you had auto reject turned on. This will work now.
- Fleet loot logging entries will now correctly sort by date after midnight has come and gone.
- Loot logging events will from now on only be sent to fleet members in the same solar system.
Graphics
- White boxes on the fitting screen when using a specific ATI graphics cards have been removed.
User Interface
- Updates to the Color by Standings filter on the starmap to make it more user friendly.
- Setting destination to a destination broadcast in a fleet will set your autopilot to the correct system, not the location of the broadcaster.
EVE Voice, Mail, Browser & Chat
- If a bookmark file was corrupted prior to the Dominion expansion it could cause the new browser to not load. The corrupt file will now be ignored.
- When replying to a mail the focus will default to the mail body, not the recipient.
- EVE mails sent to your corporation, your alliance or mailing lists will no longer get the inbox label assigned automatically.
- An error is now generated if you try to create an illegal mailing list name.
CONCORD and Kill Mails
- Killmails will now be correctly sent for sovereignty structures.
Mac
- An issue causing the client to crash and corrupt the settings has been resolved.
- Playing order of the jukebox on the Mac client has been corrected.
Miscellaneous
- It was possible to warp to a fleet member while docked in station. Docking bay walls have been reinforced to remove this option.
- When pressing several function keys at the same time it would only activate one module. It should now register all keystrokes.
- The Jukebox playlist would fail to load if the shortcut used to launch EVE was not configured correctly. This has been fixed.
- The reporting of ISK spammers option has been removed for trial accounts.
- When clicking “Show Solar System in Map Browser” the map will now show you the selected solar system and not the one you are currently in.
- Numerous additions and fixes to our GM tools.

- Several exploits have been fixed making the world a better place for all.

Nourvukaiken - A Lai Dai Corporation ammunition factory was destroyed late last night following a chain reaction starting in one of the installation's warehouses. Fourteen deaths have been confirmed, with over 500 injured workers in intensive care due to injuries sustained in the event. Lai Dai officials have called the explosion "an act of deliberate sabotage."
The event is thought to have started by the detonation of warheads stored in the base's warehouses, leading to the destruction of a majority of the stored ordinance and several of the facility's manufacturing arrays, as well as the warehouses themselves. Lai Dai Protection Service teams responded quickly and were at the location within minutes of the event.
Raustilo Nesenoilen, representing the Internal Security division of the Lai Dai Corporation, Noted in response to the attack, "The Lai Dai Corporation will not tolerate this unprovoked hostility, and our enemies can expect fierce resistance in the future."
We will be making some adjustments to the Sovereignty system during our regularly scheduled downtime on Monday, December 7, 2009. This resolves an issue with strategic indexes that was reported in several systems. This adjustment will allow affected alliances to install their infrastructure hub and required upgrades. Due to the late arrival of this fix, we have decided to extend the grace period until December 15, 2009.
Additionally, we will be seeding Sovereignty Blockade Units on Tuesday, December 8, 2009, during downtime. These items will be made available from DED and CONCORD stations. This is in preparation for lifting the grace period.

Saisio - Commander Aakonoshin Piertalen, head of Sukuuvestaa's Internal Security division, revealed that the megacorporation has suffered attacks against several of its bases, focused on recently established facilities in the Essence and Verge Vendor regions. "Sukuuvestaa has been the subject of a continuous campaign of aggression," says Piertalen. Several attacks have even taken place in Caldari high security space. "In response to this aggression, Sukuuvestaa will be greatly expanding the budget of its Internal Security division and the Peace and Order Unit," said Commander Piertalen.
Piertalen calls the instigators of these attacks "a highly organized group of Gallente terrorists seeking to deny the establishment of State rule in our new territories." Sukuuvestaa is one of the Caldari megacorporations that secured the most development rights of Gallente systems occupied by the Caldari State Protectorate.
"We have not seen any increase in terrorist activity," says a source in the Caldari Navy. "If there is a terrorist campaign on the rise, it is only affecting Sukuuvestaa. The Navy sees no reason to intervene."

Amarr – In a statement released through the Amarr Certified News agency, the Amarr Court Chamberlain Pomik Haromi formally congratulated President-elect Jacus Roden on his impending "assumption of power" and expressed the hope that the new Federation government will "respect the sovereignty of the Amarr Empire." The chamberlain's statement also welcomed the "fall from grace of the arrogant Souro Foiritan" and rebuked the government of the outgoing Gallente president for what he described as its "peerless record of meddling in matters that did not concern it."
Experienced analysts of Amarrian diplomacy have interpreted the court chamberlain's statement as a remarkably positive welcome for President-elect Roden. For the statement to be issued by the chamberlain himself, rather than his office or a lesser ministry, would typically indicate that Empress Jamyl I was speaking to Jacus Roden through the chamberlain. The reference to the Empire's sovereignty can be considered a coded sign that the Amarr Empire would be prepared to respect the sovereignty of the Gallente Federation.
Of particular note, according to Professor Ifor Sellay of the Caille University Center for International and Diplomatic Studies, is the care with which the strident criticisms of the Gallente government are focused very precisely on the outgoing Foiritan regime. Professor Sellay suggests that this reference indicates the Amarr Empire is adopting a cautious policy of assessing the new President before reaching any firm conclusions.
The Office of the President has issued a brief statement welcoming "the recognition by the Amarr Empire of another demonstration of the Gallente Federation's long tradition of peaceful transfer of power."
New Caldari - State Executor Tibus Heth took time today to speak to the press on the recent Gallente elections, saying that "any attempt to intrude upon the sovereign territory of the Caldari State will be met with an immediate and overwhelming response" by Caldari forces. His statement was seen as a warning to the new Federation administration against attempts to retake Caldari Prime and the Gallente border systems occupied by the State, something which Jacus Roden mentioned several times during his campaign. Caldari Navy forces in the occupied territories have been at an elevated state of alert since Tuesday's elections.
Elsewhere in the State, public reaction has been muted. Most corporations have followed the lead of Ishukone, which released a statement saying that the company hoped that the new Federation administration would "recognize the need to stabilize the cluster-wide economic and political situation," avoiding any comment on specific Federation policy.
Such caution is not unexpected, according to political analyst Ylle Audre, due to the business interests that many of the megacorporations and their subsidiaries still maintain in the Federation despite the ongoing border hostilities.
"Roden is probably the closest you can come to a Caldari CEO outside of the State itself, and despite his Caldari Prime comments during the campaign, I think many Caldari CEOs see him as someone they may be able to deal with," says Audre. "Whether or not they can -- or if Heth and the Provists will allow them to do so -- remains to be seen, of course."

Pator - The Minmatar government and its people welcomed news of Jacus Roden's election as the new Federation president, with Sanmatar Maleatu Shakor being one of the first to congratulate the president-elect on his victory. Shakor announced that he was looking forward to a "productive relationship" with the new Federation administration. "President-elect Roden and I agree that our nations must cooperate in order to survive and prosper in these trying times. A threat to either nation is a threat to both -- and we must treat them as such."
Other Minmatar leaders echoed Shakor's statements, but public response has been largely indifferent. "Foiritan, Roden, whoever...it doesn't make a difference to me," said Jandh Rehsmerold, a factory worker on Kulheim. "Their candidates are basically complete strangers. How are you supposed to make a good decision who to vote for? At least here in the Republic, they are members of our tribe."
Still, many in the Republic echoed the Sanmatar's hope for the future. "I don't know that much about Roden," admitted Ranniko Viftuin, a farmhand on Pator. "I do know that I have a lot of family that still lives in the Federation, though, and I want them to be safe. If Roden is the man that can do that, then I'm all for him."

Having secured a convincing majority of 58.7% of all votes cast in the December 1st election and easily gaining the required number of districts, Jacus Roden is now President-elect of the Gallente Federation. With votes from all participating districts checked and tallied by the morning after polling day, the Federal Elections Commission was able to declare Roden the outright winner in its formal communication of results to the Gallente Senate.
President-elect Roden ran on a broad-based and relatively simple platform that included pledges to root out corruption in government, improve strained relations with the Minmatar Republic, reform the Gallente Navy, and include capsuleers more closely in the war effort. His most pointed campaign pledge, however, was his promise to recover Caldari Prime and restore Federation control throughout the Luminaire system. Polling evidence suggests that many citizens consider the Luminaire situation to be an "open wound," citing corrupt and incompetent political and military leadership. His comfortable majority indicates the success of his campaign in playing to these concerns among the electorate.
Roden's closest challenger for the presidency was Governor Celes Aguard of the Mies system, who polled 31.2% of the vote. Governor Aguard personally transmitted her concession to Jacus Roden this morning and pledged her support for "all policies of the Presidency that uphold the interests of the entire Federation." Some analysts believe that the votes of many frontier worlds excluded from the election process due to the "No Vote" law may have significantly increased Aguard's share of the vote and denied Roden an outright majority. Others have noted that the endorsement of her campaign by Admiral Darien Fasio appears to have had a negative effect on Governor Aguard's poll ratings, suggesting that Fasio's hardline militarist image resonated poorly with some sections of the governor's electoral base.
The other significant challenger, after Fasio's withdrawal from the race, was Senator Vilard Garioss of the Nexus constellation. Senator Garioss polled 8.8% of the vote. According to polls and focus groups, Garioss's campaign never quite recovered from what many citizens perceived as a confused and "overly academic" platform. Senator Garioss issued a brief statement conceding defeat shortly after Governor Aguard made her concession.
The remaining 1.3% of votes cast were accounted for by votes for protest candidates and spoiled ballots.
President-elect Roden will assume office at his inauguration before the Gallente Senate, following the formal relinquishment of power by President Souro Foiritan.

Evati, Metropolis - Some 300 pilots attended the recent "Party In Evati." Four hours of music and interviews, prize giveaways, free frigates for friendly skirmishes, a holovideo premiere and even pirate-themed poetry were organized by the Hellcats [HCATS] pirate corporation and partners, Split Infinity Radio [EDGAR].
Hellcats is a women-only organization, self-described as “bloodthirsty, devious, merciless, calculating, independent badass girls with initiative, attitude and a sense of humor.” CEO Mynxee had the idea of throwing the party “as a way of saying thanks to all our friends and supporters.” She went to mention a peak attendance of 300 pilots gathered on the Hellcats Pub NeoCom channel during the festivites.
Split Infinity Radio provided the music and audio entertainment during the party. A random prize draw every ten minutes distributed an estimated 8 billion ISK in prizes, including a Guristas' Rattlesnake-class battleship. The prizes given away were donated by friends of HCATS: “Our biggest [donor] was Larz Smith, who gave many ships.”
Free frigates were offered to allow attendees to participate in freeform friendly combat engagements; a significant portion of the hundred T2-fitted Rifters offered was reported found later in the form of debris orbiting the planets, belts and stations of Evati. “Open Rifter combat in Evati was loads of fun.”
A holovideo with comments and interviews by popular holojockey teadaze was revealed, showing a faction cruiser celebrity death match that pit Hellcats' CEO Mynxee and Nashh Kadavr of The Bastards [BSTRD] against Quivering Palm and CEO Luminus Aardokay from Split Infinity.
A limerick contest was also held, with previously-submitted limericks being read throughout the event. Entries ranged from the mild "Rita in Jita" to the raunchier “[Woman of Negotiable Affection] From Scalding Pass.”
HCATS say that they plan to hold another party soon. “We've been bouncing ideas around” and are “very grateful and quite humbled by the donations and the efforts of everyone to make sure it was a great time. New Eden can be a harsh place but we always seem to have friends wherever we turn – even if we shoot at them sometimes! It makes life in space a lot more fun.”
